Summary of the Business

Acting as the State Claims Agency (SCA), the National Treasury Management Agency provides risk management advice and assistance to State authorities and healthcare enterprises with the aim of reducing future claims and litigation and, where claims arise, manages them to contain the State’s liability and associated expenses.


The SCA is responsible for the General Indemnity Scheme (GIS) who’s remit covers personal injury and third-party property damage risks and claims relating to 146 State authorities including the State itself, Government Ministers, the Attorney General, the Health Service Executive, the voluntary healthcare sector, TUSLA, An Garda Síochána, the Irish Prison Service and the Defence Forces.

Role Summary


The State Claims Agency is seeking a Risk, Health and Safety Officer to join the General Indemnity Scheme (GIS) team of risk professionals. If you are interested in providing a support role to add long term value and deliver a technical professional risk service to the State this role is for you.


Reporting to a Risk, Health and Safety Manager, you will play a key support role in advising and assisting a range of State authorities on their health and safety risk management processes. As a business unit of the National Treasury Management Agency the State Claims Agency offers the opportunity to develop self-leadership, collaboration and learning in the area of Risk Management, while experiencing a wide range of State functions and activities.

Principal Accountabilities

  • Data and incident management :
    • Promoting reporting and investigation by State authorities
    • Risk reviews of serious incidents and new claims
    • Carry out closed claims analysis for future learning’s
    • Interpreting and interrogating data to support health, safety and risk initiatives
  • Policy development to improve injury prevention and health protection (physical and mental)
    • Research into specific technical/risk areas
    • Drafting of policy/guidance
  • Risk, indemnity and health and safety management query advice preparation 
  • Coordinating and supporting seminars, events and training
  • Support Auditor for State authority audit programme
  • Contributing to the implementation of health, safety and risk management projects and initiatives


  • The candidate should hold an honours degree in engineering or science/social science from a recognised establishment/authority


  • A further qualification in any of the following; health and safety, environmental, public health, insurance and/or fire risk management


  • Ideally, have 1-2 years’ experience in working in a relevant area such as:  health and safety risk management, environmental risk management, personal injuries insurance, fire risk management (public and/or healthcare sector a distinct advantage)
  • Qualifications or experience in the implementation of management systems in particular ISO 31000, OHSAS 18001, ISO 14001, ISO 9001 is desirable


  • Competent in the use of Microsoft Word, Excel, PowerPoint and an aptitude for using database analytical tools
  • The ability to work on their own or as part of a team and to develop working relationships with Government Departments and public bodies
  • The candidate should have strong communication and interpersonal skills
  • A proven track record of successfully analysing and solving problems, coupled with good organisational skills is required
  • Candidate must have a clean valid driving license
