Reporting to the Capital Projects Manager, Projects Controls Manager oversees project controls for engineering and construction projects

 

Responsible for project planning and scheduling, cost estimating and monitoring.  Manages project controls personnel. Establishes operating policies to mitigate risk. Provides guidance and consultation for project managers.
Responsible for integration of Primevera P6 onsite, roll out and implementation of same on site.  
Project progress reporting, project procurement support, subcontracts co-ordination and the development of financial compliance procedures for capital projects.

 

RESPONSIBILITIES

Provide project controls management, including baseline schedule development and management, performance status and reporting, baseline change control, risk management, earned value management guidance and tools.
Advice and consult on the application of effective planning techniques and controls (earned value, cost and schedule variance, estimates at completion, critical path analysis).
Support programme integration, governance, formats, plan optimisation, and project controls best practices.
Support and advise on the definition of Project Controls policies, procedures and the standards required to deliver projects. Taking an active role in global projects control standardization and development of best practices.
Support the development of integrated master schedules for specific programmes in Primavera and/or Microsoft Project that reflect all interface milestones and activity durations from multiple schedules
Monitor and control programme compliance in respect of the projects contractual obligations.
Support the Project Manager in the development of monthly management reports, and assist with both Project Management and BioMarin’s management reviews
Analyse the data (expenditure/ forecast) for both direct and indirect costs in a single report and inform project management of the cumulative impact of any deviations to the project scope.
With assistance from engineering, procurement, and other project team members provide cash flow/ capital spend projections on a monthly basis.
Maintain an adequate system of internal controls and record accounting transactions in accordance with Generally Accepted Accounting Principles.
Comparison of currently forecasted project deliverables and work-hour estimates with the initial estimate to identify any significant changes in scope, duty, size, etc. (and hence in the anticipated cost).
Provide coordination expertise to ensure project schedules, resources and underlying assumptions are integrated and aligned across functions.
Facilitate team communications by maintaining and tracking cross-functional timelines, deliverables, and milestones including cross-project dependencies.
Progress measure, progress reports, critical path development & analysis.
Highly competent in the use of Microsoft Excel, planning software such as Primavera P6, Microsoft Project and utilizing reporting databases such as OPPM.
Facilitate critical path analysis, contingency planning/scenario analyses and proposes strategies and solutions to modify schedule to keep project on track in collaboration with construction, PM, end user.

                                                                                 

SCOPE

Project Controls for for 20+ projects >€100k and >100 projects with a cost <€100k.
Up to 4 construction and C&Q projects ongoing at the concurrently. 

 

EDUCATION

University Degree or college diploma in Science, Engineering or related field.

 

EXPERIENCE

Minimum of 5 years experience in project management or scheduling or other relevant role within a Pharmaceutical / Medical Devices / GMP environment. 
The ability to work effectively within a team environment and to interact successfully across divisional boundaries.
Rapidly adapt and respond to changes in environment and priorities.
Excellent communication, leadership, problem solving and analytical skills.
Ability to elicit cooperation from senior management and other departments.
Demonstrate a high level of initiative, energy, motivation and organizational skills are key role requirements.
Good understanding of relationship between quality, engineering and operations.
Sound technical knowledge of design of biotech facilities incl process, equipment, piping and other key design disciplines
Ability to convey information clearly and accurately to groups/individuals verbally and in writing to ensure understanding with an ability to listen and respond appropriately to others.
Ability to prioritise and manage multiple tasks effectively.
Ability to make decisions and take necessary actions. Good analytical skills and ability to think logically in order to problem solve.  Evaluate information from problem solving activities. Experience of working in a team environment. 
Experience with Oracle tools – Primavera and OPPM
