AZOROM Ltd has been appointed by the Office of Public works (OPW) to provide a range of Engineering Support Services and are now seeking suitable applicants for the role of Engineer/Energy Specialist


1.1.2       Brief Description of the Position


The Engineer/Energy Specialist shall form part of the OPW M&E Section - Energy Conservation Unit. The existing team are responsible for managing the delivery of the state-wide energy conservation programme in both Central Government and Public Sector buildings. The Engineer/Energy Specialist shall report directly to a Senior Engineer as assigned by the Head of the Energy Conservation Unit.


1.1.3       Principal Tasks


The principal tasks of the post may include some or all of those listed below and other tasks as may be assigned by the Senior Engineer or Head of the Energy Conservation Unit. The Engineer/Energy Specialist must have a proven track record and be able to demonstrate competence in the delivery of engineering/energy type projects. The principle tasks shall include:

  • Preparing reports and annual returns on the OPW’s progress with regards our obligations under the EU Energy Efficiency Directive
  • Collating,  preparing and submitting the OPW’s Annual M&R Return to SEAI
  • Implementing ISO 50001 in the organisation
  • Liaising with client Public Sector Organisations (Local Authorities, 3rd level institutions, HSE, etc)
  • Liaising with other sections within the OPW including, Property Management, Architectural Services, Engineering Services, etc.
  • Liaising with other Departments within the Civil Service and other State Agencies including, Department of Communications, Climate Action and Environment, Sustainable Energy Authority of Ireland, etc.
  • Working with external service providers involved in different aspects of the service delivery including: Energy Data Logger Deployment, Surveying of Buildings for Logger Installations, Data Analysis and Energy Conservation Campaign service delivery.
  • Contract management of Data Logging Systems installation projects including chairing and recording site meetings, PSDP duties, post inspections, attendances for commissioning and hand over.
  • Presentation of the objectives of the Optimising Power @ Work Programme to key stakeholders and attendances at energy awareness days.
  • Preparing and presenting energy reports
  • Identifying areas where service delivery can be improved and enhanced
  • Identifying key areas within specific public sector organisations where there is potential to improve energy savings by specific tailored interventions.
  • Preparing tender documentation for packages of energy conservation type work in line with Government Procurement Rules
  • Preparing specifications and drawings for energy conservation related projects
  • Assist with QA System administration and compliances - Document and project file systems control.
  • Administration duties associated with the data acquisition system and the interactive energy client portal.


1.1.4       Working Environment


The working environment will primarily be office based but is likely to also include plant rooms, electrical switchrooms, etc. This may vary, depending on the nature of work on hand at any given time.


1.1.5       Training, other than on-the-job training, which is provided / encouraged.


Opportunities to attend relevant courses are proactively encouraged. There is an active Continuing Professional Development programme within the OPW, which is accredited by Engineers Ireland.


1.1.6       Requirements: Qualifications, Knowledge and Skills Requirements


a)             Essential for the job:


The Engineer/Energy Specialist shall have a relevant accredited level 8 or 9 qualification in Building Services Engineering, Mechanical Engineering, Electrical Engineering, Energy Management (or energy related qualification) or equivalent, such as a qualification recognised through an EU directive or international agreement AND a minimum of 1 years relevant post graduate experience. A post-graduate qualification in an energy related discipline is also desirable.


b)            Desirable for the job:


Experience and knowledge in the following areas would also be highly desirable:

  • Energy Policy in Ireland and the wider EU
  • EU Directives relating to Energy Policy
  • Good knowledge of the current Irish Building Regulations and relevant Irish and International Standards and Codes of Practice
  • ISO 50001 Energy Management Standard
  • Experience of working in an office with ISO 9001: 2000 accreditation
  • Experience of working with computerised office management systems
  • MS Office

1.1.8       Salary

A competitive remuneration package will be offered. Travelling and subsistence expenses will be reimbursed in line with current Irish Civil Service approved rates.

As this is an Irish based assignment it is essential that you have permission to work in Ireland and also that you hold a current driving licence which is recognised in Ireland.
